Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood.

Training Strategy and Approach:

Training would be imparted as per National Skill Qualification Framework (NSQF). It is mandatory for the candidates to have an Adhaar ID, photographs and required qualification certificates during the enrollment process. It is mandatory for the students to maintain 70% attendance to be eligible to appear in the assessments.

  • The Scheme will provide skill development training & Certification to successful candidates.
  • This Scheme shall be implemented through Public-Private and Public-Public partnerships.
  • NSDC (National Skill Development Council) will be the implementing agency for this Scheme.
  • Assessment and training bodies for all purposes of the Scheme will be separate and no overlap of roles will be allowed to maintain transparency and objectivity.
  • Training Centers will ensure standardized and approved branding norms as defined in the Branding and Communication Guidelines of the Scheme.
  • Biometric devices for capturing students and trainers' attendance (Adhaar enabled) shall be mandatory at the PMKVY centers.
  • The monetary reward will be wholly funded by the Ministry of Skill Development and Entrepreneurship, Government of India and will be affected through bank transfer to the Training Partners accounts. For facilitating the smooth disbursement as prescribed under the scheme, the entire money along with the additional implementation fund will be transferred to National Skill Development Fund for further utilization by NSDC.

This has reference to the Guidelines for Accreditation, Affiliation and Continuous Monitoring of Training Centers for the Skill Ecosystem. As per the guidelines, all the Training Centers intending to commence Trainings/operation under the Government sponsored Skill Development Scheme, have to mandatorily get Accredited before being Affiliated. The complete process shall be managed through a Third Party Inspection Agency (Quality Council of India) and a single window IT Portal. Now the Portal is live, we shall entertain all queries for the Center Accreditation Process.

Centers readiness/creation for getting accredited – Very important

  • Centers should also be ready as per the necessary equipment list for job roles, trainer's profile, classroom size, lab size etc as per SSC's specifications. QCI will check these aspects as per the requirement of Accreditation Grading Metrics. The details of equipment / trainers profile etc is attached. All the Centers have to comply with the Mandatory Accreditation Standards Metrics for getting accredited. Any Center not complying with Mandatory parameters shall be rejected and not granted accreditation. Please go through with the link for the infrastructure and tools requirements:
  • It is advised that the Training centers should start preparing their Centers as per Accreditation Standards Grading Metrics. The Accreditation Grading Metrics have been revised and TCs are advised to refer the revised Accreditation Grading Metrics ONLY while preparing their Centers for Accreditation.   • Center Inspection by Third Party Agency: Center Inspection will be conducted by QCI. QCI will inspect the Centers as per the CAAF (Center Accreditation and Affiliation Form) details. CAAF has been designed as per the Grading Metrics. CAAF shall be available online. The report submitted by QCI along with the recommended Accreditation status and Grade of the Center will be sent to the concerned SSC for its approval.

PMKVY Training Centre Registration Fee

Grant of Affiliation:All accredited TCs have to apply for the process of Center Affiliation for respective job roles. Affiliation would be provided by the respective SSCs.

  • PMKVY Training Centre Registration Fee of INR 12,000 shall be charged. This fee shall be non-refundable. Annual Monitoring Fee INR 8000. Monitoring Team can monitor your training centre activity through surprise visit, call validation, management system data and check report online submitted by training centre.
  • Training Centre pay an Affiliation fee of INR 1000 for each job role. Training Centre affiliation is granted on the basic job roles. Kindly go through with the link of guidelines for more details (especially page no. 15 & 16)

Steps of Signing AC Agreement/MOU:

  • Take print of MOU on Rs 100 Stamp paper
  • Signature of representing authority on each page (at bottom)
  • Signature of two witnesses from your side, Name & designation of representing authority with sign
  • Take a print out of Centre affiliation form, duly filled the information & send us a scan copy of the same (Photographs of center, classroom and Trainer details are mandatory)
  • Scan the duly filled & signed MOU & send to us a copy through mail along with the requisite centre approval fees as in MoU.
  • Once we received the Scan copy will register your center with NSDC portal and you can start enrollment
  • But you have to send the HARD copy of Both Document through post, at D – 6/54 ,3rd floor OPPOSITE RITHALA MORE, Sector – 6,Rohini, Delhi- 110085.
  • After receiving of hard copy of MOU & Centre Affliation form, we will release the partner certificate & listing on websites.
  • We will also send a scan copy of duly signed MOU to you.
  • On confirmation of assessment fees and batch formation from your side, syllabus & course material will be shared with you.

Aadhaar Enabled Biometric Attendance System(AEBAS):

Requirement for Adhaar Enabled Biometric System (AEBAS) is mandatory for all the Training Centres. Please note for Centres in North East region (NR)and Jammu and Kashmir(J&K), AEBAS is not mandatory, but desired. In the absence of AEBAS, Non Aadhaar linked biometric attendance system is mandatory for J&K and NE.
